It is an expression of someone who is too involved in the details of a problem to look at the situation as a whole.  Just think about your life.  I know I focus on everything in my day and always weighing my decisions on different outcomes I might chose. I have to stop myself and remind myself that GOD made these forests.... all the details...  but each little tree tends to side track me and I miss the overall situation stuck on small details. This painting reminds me of the haze of water on the roads when it is so hot and the roads look like there are shimmering puddles from the heat. That seems to be how life is.
